Rockford, IL — March 30, 2026 — Quicket Solutions, a GovTech company delivering modern, cloud-native workflow automation platforms, today announced that it has been selected by the Winnebago County Circuit Clerk to provide a countywide electronic Criminal Complaint and eCitation solution.
Located in northern Illinois along the Wisconsin border, Winnebago County is home to nearly 300,000 residents and includes the City of Rockford, one of the largest municipalities in the state. The County’s justice system serves a diverse and active population, requiring efficient, coordinated technology across multiple agencies.
The implementation includes the City of Rockford Police Department, the Winnebago County Sheriff’s Office, and a total of twelve law enforcement agencies across the County. Quicket already serves the City of Rockford through its existing administrative hearing platform, providing a strong foundation for this expanded countywide deployment. The new platform will support over 600 users, creating a unified workflow between law enforcement, the Circuit Clerk, and the State’s Attorney’s Office. By consolidating multiple disparate systems into one platform, the County will eliminate duplicate data entry, reduce errors, and significantly improve the speed, accuracy, and transparency of case initiation.
Quicket’s Criminal Complaint functionality enables officers to generate and submit charging documents electronically in the field or at the station, with built-in validation and real-time routing to the State’s Attorney for review and approval. Once approved, complaints are electronically filed with the Circuit Clerk, ensuring immediate case creation and seamless data sharing across agencies. In parallel, Quicket’s eCitation solution allows officers to issue citations, tow sheets, and other forms electronically. The solution includes direct integration with LEADS/NCIC to reduce manual data entry, along with secure submission to the courts for case initiation.
